Jeff Speaks has over fifteen years of experience within federal and state government and state and national politics. Prior to becoming a Partner of McCarthy & Speaks, Speaks served for almost 10 years as the Projects Director for U.S. Representative Harold Rogers (R KY-5) from Eastern Kentucky, a senior Member of the House Appropriations Committee. Speaks helped communities, counties, and local businesses understand the federal and state funding agencies and processes and worked with them to secure funding for various projects through agencies within the U.S. Department of Commerce, the U.S. Army Corps of Engineers, the Appalachian Regional Commission, the Environmental Protection Agency and the U.S. Department of the Interior. Speaks also has extensive political experience, having worked on several campaigns including Dole-Kemp ('96), Congressman Rogers ('92, '94, '98) and President Bush ('00). Speaks also has a background within Kentucky's state government operations, having worked as the Legislative Analyst for the House Republican Floor Leader's office in Frankfort in 1990-91. Speaks graduated from the University of Kentucky with degrees in Political Science and Economics and currently resides in Lexington.
